LAUTECH AND EXTERNAL AUDITOR: A CASE OF DOUBLE STANDARD, ABUSE OF POWER ANS ULTRA VIRES

Ladoke Akintola Universityof Technology LAUTECH ogbomoso,  is a University jointly owned and funded by Oyo and Osun state governments. This is a settled position between the two owners states governments and in addition, it is also a settled principle that each state shall be paying staff salaries for six months annually in this order" January to June to be paid by the Oyo state and July to December to be paid by Osun state accordingly.

Based on the above, it is normal and fundamentally correct to note that LAUTECH is always  being audited by the two owners states governments yearly through their Auditor Generals,  who is solely authorized by the law, policy and procedure to appoint external auditor to audit the finances books of all governmental department s, agencies and institutions.
It will also interest you know that the last External Auditor duly appointed by the state Auditor General had just left LAUTECH some three weeks ago,  so we do not afraid of being audited by the external auditor.
In addition, the last audited report is yet to be released and the same government want to use the state tax payers money to the tune of #85milliin Naira to employ another external auditor only to duplicate the same task which report is awaiting. What a double standard and purely abuse of power and office?
The reason why we embarked upon this clarity and depth background information about the subject matter is to juxtaposing and place side by side the indubitable facts on the issue with the cheap propaganda and fallacy being perniciously circulated by the state governments.
First and foremost, senior staff association of Nigerians Universities (SSANU) is out to put record straight that it is a total delusion and perilous intent to think and believe that the Union is out to truncate and sabotage the effort of the government on its dully called industrial action. This is unfair and unguarded display of ignorance and peck of arrogance by whoever peddle the mendacious piece.
Furthermore, SSANU is not afraid of any of the government policies including the obnoxious external auditing. However, we believe it is clearly Hoggish and rapacious for the same governments that had tactically abandoned their statutory responsibilities to the University for almost 29 months without payment of their monthly subventions and capital Project grant, which led the University unions into eight months industrial action and up to this present time, the two owners states governments are yet to be alive to their responsibilities to the University. But we are only reminding you to release the report of the technical committee on the white paper on the visitation panel and to implement the same recommendations not in part but in full including payment of the state governments indebtedness to the University. That we believe is being civilized not being malleable as it is now.
We also believe and certainly know that LAUTECH is yearly audited by the external auditor duly appointed by the state Auditor General in consonance with the law, policy and procedure of the profession.
The union was surprised and greatly astonished by the announcement of the Oyo state government on the pages of daily newspaper to set up and appointed an external auditor to audit and ascertain the IGR of the University. We are very much aware that the same information, if government is not truly employing unhealthy and barbaric method to buy time,  is readily available in the various reports of the External Auditors being duly appointed to audit the University yearly by the same government through the State Auditor General. Therefore, this called for appointment of External Auditor by the same Government is usurped, aberration and arrogantly duplication of task which was usually done and carried out by the same government yearly. What an act of double standard and grossly ultra bored on the part of the government.
At this juncture, SSANU LAUTECH is vehemently believe and support whatever steps and moves that will  bring the lasting solutions to the present precarious condition in the University  viz-a-viz the solutions to our legitimate demands.
The two owners states governments are expected to lead in this regard not engaging and engrossing in the names calling venture that can not proffer any reasonable and positive solutions.
We demands as follows:
1. The two owners states governments continuous responsibility to the prompt payment of the monthly subventions including the outstanding debts,
2. Immediate settlement of the two owners states governments indebtedness to the University,
3. Immediate payment of the arrears of salaries of August to December 2016 ,balance of February 2017 salary and payment of March and April 2017 salaries, and
4. Payment of the arrears of all the approved allowances.
Conclusively, LAUTECH has no skeleton in its cupboard and therefore, is not afraid to be audited only that the two owners states governments should be bold enough to do the needful first and foremost.
